Hes Code

The HES Code is a personal code implemented by the Ministry of Health in order to reduce the spread of the Corona Virus (Covid-19).
The personal HES code is determined within the scope of the Hayat Eve Sığar (HES) program, which is mandatory for access to public areas, including ITU.

Personal HES code can be obtained via:
- the Hayat Eve Sığar mobile app,
- the e-Government portal: https://www.turkiye.gov.tr/saglik-bakanligi-hes-kodu-uretme-ve-listeleme
- or by sending a text message to 2023 that includes the following: HES TR ID No, the last four digits of the serial number stated on Foreigner ID card and the number of days for which HES code should remain valid, ensuring that there is a single space between all (Example: HES 12345678901 5376 30).

People whose Foreigner’s ID No issued by the Turkish Republic that starts with 97, 98, and 99 can obtain a HES code by sending a text message to 2023 (only Turkish GSM operators) starting with HES and continuing with TR ID number, date of birth (year), and the number of days for which HES code should remain valid, ensuring that there is a single space between all.

How to obtain HES Code without a Foreigner ID:
A text message including the following information should be sent to 2023 through the Turkish GSM provider:

HES-(Abbreviation of citizenship)-(passport serial number)-(year of birth)-(surname as indicated on the passport)-(the number of days for which HES code should remain valid) ensuring that there is a single space between all.

Example: HES IRN H42434275 1977 VAZIRI 30.

Assistance will be provided by The International Affairs Office/ International Academics Orientation Unit for those who don’t have a foreigner ID to apply for a HES Code upon arrival.


E-Government

E-Government is a service of digital technology to improve service efficiency and effectiveness of public institutions in Turkey.
Turkish website turkiye.gov.tr or simply e-devlet is a resource providing access to government services, with an information portal for foreigners.
Access to e-Devlet by foreigners is possible via their Foreigner ID and passwords.
Through the platform, foreigners can individually collect their Address Registration Certificate, Social Security Activation Document and much more.
The initial password can be obtained from PTT Centers (Major Post Offices) and authorized PTT Branches through declaring a Foreign ID number. PTT charges a nominal fee for this service (2 Turkish liras, fees are subject to change).

In addition to passwords, mobile or digital signature options are also available for login. Foreigners who have a Turkish bank account and use the internet banking actively can access e-devlet through their banking provider.
